2. This message supersedes Policy Message 05-22c, dated 21 Jun 05, SUBJECT: FY05
Retention Program Update (Change 1).

3. This message announces additional guidance in support of the FY06 Army Retention Program.

A. The Retention Control Point for SSG is changed from 20 to 22 years regardless of MOS
or ETS. See reference 1D above. The RCP for SGT (P) remains 20 years. Update AR 601-280
Table 3-1 to read: SSG RCP of 22 years.

B. The citizenship criteria for reenlistment is changed in accordance with 1A above.
Delete second sentence, paragraph 3-8b (2) of AR 601-280: "Aliens who will have an excess
of 8 years of Federal Military Service are disqualified from reenlistment."

Although Non U.S. citizen soldiers are not required to attain citizenship, Career Counselors
must ensure soldier is aware that this may limit options that require citizenship.

4. All Soldiers are eligible for discharge and immediate reenlistment 24 - 3 months from ETS.
Change "12" in the first sentence of paragraph 3-6a, AR 601-280, to read: "24" months.
Change "12" in the second sentence of paragraph 4-1e to read: "24" months. A soldier may
be discharged for immediate reenlistment at any point not earlier than 24 months and not
later than 3 months prior to ETS.

5. The criteria for PFCs to be serving on an initial enlistment of less than 4 years to
receive an SRB is changed IAW reference 1F above.

A. Change AR 601-280, paragraph 3-8g(3)(b) to read: Soldiers in the rank of PFC are
eligible to reenlist for the minimum number of years needed, up to 5 years, to maximize payment
of a selective reenlistment bonus and enter into the next zone. This provision does not apply
to Soldiers reduced from CPL/SPC to PFC or below. These Soldiers must regain the rank of
CPL/SPC before they are eligible to reenlist. Counselors must ensure soldiers have at least
17 months of Active Service (other than ADT) on date of discharge to qualify for an SRB
entitlement. Completion of the 17 months of continuous active duty need not occur immediately
before the date of reenlistment. The 17 months of continuous active duty need not occur
immediately before the date of reenlistment.

B. Change AR 601-280, paragraph 5-6b (3) to read: Be serving on active duty, other than
Active Duty for Training (ADT), in the rank of CPL/SPC or above. Also, Soldiers who hold the
rank of PFC may reenlist and receive the SRB multiplier for SPC, if otherwise qualified.
(The requirement to have 17 months of continuous Active Service on the date of discharge is
still in effect)

6. Reenlistment Options Eligibility: Eligibility for reenlistment options are changed IAW
reference 1F above.

A. Soldiers with more than 18 months from ETS and in a balanced or short MOS are eligible
for option E-1 only. Soldiers in an overstrength MOS with more than 18 months from ETS are
eligible for option E-3 and processed IAW RMB Message 06-07.

B. Soldiers 18 to 3 months from ETS are eligible for all reenlistment options for which
they are otherwise qualified. Eligibility for stabilization is limited to soldiers reenlisting
more than 6 months from ETS, DEROS or E-Date (Life Cycle start date).

C. Soldiers more than 12 months from ETS reenlisting for an option other than the
Regular Army Reenlistment Option (E-1) must reenlist for a minimum of 4 years.

D. Soldiers within 3 months of ETS are eligible for Option E-1 or E-3 if in an
overstrength MOS. As an exception to policy, the 90 day window remains suspended and soldiers
may reenlist for all reenlistment options for which they are otherwise qualified.

7. AR 601-280, paragraph 5-6f is rescinded IAW reference G above.

8. Soldiers in a balanced or shortage MOS 18 to 3 months from ETS may reenlist for the
following options:

A. Initial term:

1. Regular Army (Option E-1)

2. Current Station Stabilization (Option E-2)

3. Army Training Reenlistment Option (Option E-3) provided they meet one of the
following criteria:

(a) SGT and above

(b) CPL/SPC promotable with a GT of 105 and higher.

(c) CPL/SPC non promotable with a GT of 110 or higher.

4. Overseas Assignment Reenlistment Option (Option E-4)

5. CONUS Station of Choice Reenlistment Option (Option E-5).


B. Mid Career:

1. Regular Army

2. Current Station Stabilization

3. Overseas Assignment Reenlistment Option.

4. CONUS Station of Choice Reenlistment Option.


9. Soldiers in the reenlistment window and in an over strength MOS, not on AI, are limited
to reenlisting for the Army Training Reenlistment Option (E-3). As an exception, Soldiers
meeting the criteria below will be authorized to reenlist for the Regular Army Reenlistment
Option or the Army Training Reenlistment Option.

A. Initial term:

1. CPL/SPC with 3 or less years active federal service at ETS or;

2. CPL (P)/SPC (P) with 4 or less years active federal service at ETS and 525
or more promotion points or;

3. CPL/SPC with a GT of 110 or higher or;

4. SGT or above.

B. Mid Career soldiers:

1. SGT (P) with 7 or less years of active federal service at ETS or;

2. SGT (P) with more than 7 years of active federal service at ETS and 600
or more promotion points or;

3. SSG

10. Option Criteria and Processing: Soldiers that are more than 12 months from ETS and
are reenlisting for an option, other than the Regular Army Reenlistment Option (E-1),
must reenlist for a minimum of 4 years. Only those soldiers reenlisting 12 months or less
from ETS may reenlist for 3 or more years; unless the option requires a term greater
than 3 years.

A. Option E-1: Table E-1, no change. Additional guideline:

Soldiers in an over strength MOS, who are on AI, are eligible for Option E-1 only.

B. Option E-2:

(1) Change AR 601-280, Table E-2, Line 5a to read: CONUS Soldiers reenlisting
for Option E-2 are guaranteed 12 months stabilization commencing on the date of reenlistment.

(2) Change AR 601-280, Table E-2, Line 7c to read: OCONUS soldiers reenlisting
for Option E-2 are guaranteed 12 months stabilization commencing on DEROS.

(3) Additional Guidelines:

a. Eligibility for stabilization is limited to soldiers reenlisting for 6
or more months from ETS, DEROS or E-Date (Life Cycle start date). Stabilization is
12 months from reenlistment date or DEROS regardless of term. Soldiers within 6 months
of ETS are not eligible to reenlist for option E-2 without approval by HRC. Submit a hotline
to category "Option2" and use the "Option2" Hotform when requesting to reenlist for option
E-2 within the 6 month window.

b. Soldiers assigned to a unit identified to as Life Cycle Manned will be
stabilized for a minimum of 12 months from reenlistment or DEROS up to the unit's life
cycle end date. Soldiers must reenlist for the minimum amount of years to meet or exceed
unit's life cycle end date. The following entry will be placed on line 2 of Part II of
the DA Form 3286 "Guaranteed a minimum of 12 months stabilization from ETS or DEROS up
to unit's life cycle end date".

c. As an exception, Soldiers assigned to Korea, or deployed/deploying units,
may reenlist for Current Station Stabilization for a period of two years with six months
stabilization. Career Counselors must submit a request to hotline category CUSTSERV for
Soldiers desiring to reenlist option E2 for 2 years.

C. Option E-3: Table E-3, no change. Additional Guidelines:

(1) Soldiers in an over strength MOS, not on AI, are eligible to reenlist for the
Army Retraining Option (E-3) only; regardless of the reenlistment window. Soldiers reenlisting
more than 12 months from ETS must reenlist of a minimum of 4 years.

(2) As an exception to policy, Table E-3, Line 3, Soldiers reenlisting for
CMF 11, 13, 19 and 21 may reenlist for a minimum of 3 years. Career Counselors must ensure
that soldiers reenlisting for E-3 meet all prerequisites IAW RETAIN MINQUALS, DA Pam 611-21
and the ATRRS course catalog.

D. Option E-4: Table E-4.

Add to line 3, Soldiers who reenlist for long tour areas must reenlist for a minimum of 4 years.

E. Option E-5: Table E-5, no change.

F. Option E-6 and E-7: Suspended 1 October 2004 until further notice.

G. BEAR PROGRAM: Soldiers may apply for the Bonus Extension and Retraining (BEAR) Program
24 months prior to ETS. OCONUS soldiers may apply for BEAR 24 months from DEROS.

(1) Change paragraph 6-5i to read: The Soldier must at the time of application be within
24 months of ETS. In addition, Soldiers serving in an oversea area must be within 24 months
of DEROS.

(2) The provision to have 24 months from the date of completion of course is still a
requirement.

(3) Counselors must ensure the applicant will not age outside of the SRB zone for which they
extended upon completion of the course, award of the MOS and subsequent reenlistment.

11. Deployed Soldiers in the rank of PFC and above assigned or attached to units in Afghanistan,
Kuwait or Iraq may reenlist for the Regular Army Reenlistment Option (E-1), Current Station
Stabilization Reenlistment Option (E-2), or if in an over strength MOS for the Army Retraining
Reenlistment Option (E-3); regardless of the reenlistment window. Career Soldiers are eligible
for Option E-1 only. Career Counselor will ensure that the Soldier's new ETS is at least one year
beyond the Soldier's contractual ETS. Refer to processing guidelines in RMB Message 06-09.
